Biography

Jerry Perullo is a Professor of the Practice in the School of Cybersecurity and Privacy. Perullo leverages 25 years of cybersecurity expertise via Board, Advisory, and Consulting service. He retired as the founding Chief Information Security Officer of ICE and the New York Stock Exchange in March 2022 after more than 20 years of service, where he also served as the Chairman of the Board of FS-ISAC among many community-building and leadership positions.

Technology & Digital Transformation

Jerry Perullo is a risk and technology leader with deep experience leading some of the world’s most venerable institutions through digital transformation. As part of the core leadership team, Perullo helped grow IntercontinentalExchange (NYSE:ICE) from 40 employees to over 10000 spanning the globe, transforming financial market infrastructure through a combination of organic innovation and strategic M&A evolving traditional institutions into technology-first disrupters. As an innovator Perullo has a “builders buying” approach to engineering and works closely with the venture capital community as an investor, mentor, and startup advisor. He holds a patent for a blockchain based payments system and is one of only a handful of people in the world to build and operate digital custody platforms holding over $1 billion in crypto assets.

Strategy, M&A, and International

Perullo was a key figure in the integration of $30 billion of M&A across his 20 years at ICE. He holds extensive experience bridging cultural and geographic divides and determining when to move aggressively or slow down and invest personal attention. He built and integrated teams in the EMEA and APAC regions in addition to North America, spanning a wide range of labor markets and legal environments. His largest body of international work was in the UK where he spent significant time in-country, digitizing an open-outcry trading floor and building the first UK clearinghouse in over a century. In Europe, Perullo worked closely to formulate an arms-length integration with Euronext NV, ensuring 6 continental European Bourses were secured and prepared for divestiture via an IPO in Paris. In APAC, Perullo worked closely with the Monetary Authority of Singapore, built teams there and in India, and secured infrastructure and business from China to Australia

Risk Management, Cybersecurity, and Resiliency

Jerry Perullo built and operated cyber programs that withstood persistent attack from all classes of adversary. ICE and its flagship marquee NYSE straddled targeting from criminals, hacktivists, terrorists, and nation states. He has been published and spoken on his unique threat objective approach to bringing Boards into cybersecurity mission, strategy-setting, and metrics. Perullo joined the Board of Directors of the FS-ISAC – the world’s premier financial services cybersecurity and resiliency organization - in 2015 and was elected Chairman in 2019. As Chair, Perullo forged close relationships with hundreds of financial services CISOs and CIOs across 5000 global member firms

Regulation, Compliance, and Government Relations

Perullo built the cybersecurity governance programs for ICE's highly regulated parent and subsidiary entities. He worked with global Board governance including the NACD and has served as the CISO of record for over 25 ICE subsidiaries under examination by 18 regulatory agencies across 8 countries. A strong proponent of test-based maturity over framework mappings, Perullo believes strongly in the value of “peacetime relationships” with international regulators and law enforcement by serving as a sounding board outside the supervisory cycle, serving on rulemaking committees and speaking regularly to broaden understanding of key concepts and strategies. As the CISO of two “Section-9” designated critical infrastructure entities in the US, Perullo holds a Top Secret/SCI clearance sponsored by the Department of Treasury and was also a Board Director of the Analysis & Resiliency Council (ARC) where financial services leaders collaborated with energy sector CEOs.

Education

Perullo studied computer engineering at Clemson University before going on to complete a bachelor’s degree in Legal Studies from UMUC and an MBA from Georgia State University with concentrations in Entrepreneurship and International Business.
